Mission and Purpose
Our mission is to construct a memorial in Washington, D.C.to thousands of enslaved and free black persons who fought in the Revolutionary War.
Congressional Authority
The National Defense Authorization Act of 2013, Public Law 112-239, was signed by the President on January 2, 2013. Section 2860 (b) authorizes the National Mall Liberty Fund D.C. to establish a memorial in Area I or Area II of Washington, D.C.
A Guide, Public Law 98-245
National Mall Liberty Fund DC has been guided by the simple principles and challenges contained in Public Law 98-245 signed by President Ronald Reagan in 1984.
